Ebay.in — Complaint against Ebay's Customer Service

I am struggling to process my refund via Ebay, I purchase a item. the item no is[protected] and paisa pay id is [protected]. the purchasing date of item is 03/08/2015. But the item is not recevied. Then I a raise a claim on 11/08/2015 and the claim id is 1156747. I have called thrice to the customer service toll free but everytime I receive a same answer that I will receive a call from EBAY in next 48 hrs and the refund will be processed, I am highly dissatisfied with the EBAY customer service.
