[Resolved]  Ebay.in — item no[protected]

I have issue with an item purchased from ebay india. The seller emailed me wrong product key which did not work for me. I tried to contact seller but he is no longer a registered user. I cannot claim refund as i'm outside of india, and i'm not getting otp on my registered number to complete the claim process?. How can i get my refund???
