Ebay.in — refund not received

I ordered a laptop ram on 6th of august, 2018 which was cancelled by the seller the same day. However till date i have not received my refund inspite of contacting ebay customer care for several times. It has been more than two months and whenever i call ebay customer care i get nothing but false promises that it will be refunded. Now they have removed my paisapay page also from where i can see my order history. I am completely frustrated by this kind of behavior from ebay and i want my money back. The amount is rs 3, 688 and the paisapay id of the transaction is following:

I am counting on consumer forum on this regard as i have tried every other way to contact ebay and get my money back. Please please look at the matter and help me get my money back.
