Ebay.in — Refund of my money

Sir i have a placed on order an ebay, the seller does not ship the item upto the date so money has been refunded but i have a gift card worth rs.450 i applied over that order but it has been not refunded upto now.. its more than 4 months PaisaPay ID [protected]
