eBay India Private Limited — Deivery Issue / Improper Communication / Refnd Problem

Dear Sir, I have ordered ([protected]) one mobile charger online when it was showing stock on ebay site, Further received confirmation for the same stating that it will be delivered on or before 21st Oct, but till the time there is no dispatch confirmation provided to me, when I spoke to their customer care executive around 2-3 days back they have promised me to deliver the item before 21 Oct 2015, Further Today I talked again with customer care and get surprised that this item has been deleted, When I have asked them for money refund which I have already paid to them they said it can not be claimed right now, you have to wait for some more time then claim request can be taken and further it will take around 20 days to refund the money... My concern is that If I have already made the payment and in case Ebay is not able to deliver at least Ebay Team should inform on time and refund the money immediately.
