eBay — refund issue

I ordered a nexus 5 from ebay.in. The First time my order was cancelled due to Document problem then again i paid for Same amount and then the order was cancelled bcoz Seller Didnt shipped the item. So both times my order amount of rs 31600 was debit and only once refunded. Now ebay Are saying that they Have refunded both the amount but it isnt credited in my account. Its been 3-4 months i m chasing bank and ebay both. No one is compromising.plz look into this matter.
