Edmc — how to submit my online property return (site is not working)

Your portal (EDMC) was not working for last 15 days. I m unable to submit my property return and not get 15% discount, pleas suggest and advise me how to fill my property tax return online. I request to please sort out this problem as early as possible. The message shown in website as mention below.
