Edmc — I am complaining about blocked drain in my street

One of my neighbour is building his home, and has blocked the street, despite telling them to open, they didn't take any required action to remove the mud and bricks stuck in street in front of their house. And they have stored their grit and sand, which is spread in the street. It seems so dirty, that I can't explain in words.
The house which is being build is located in Block-E-3, Gali no.4, 4th Pusta Sonia Vihar Delhi - 110094
