Education Loan — I want to submit complaint regarding subsidy in Interest on education loan

Hello sir,
I want to submit complaint about my Interest subsidy amount of education loan. actually i taken education loan in 2013 for my under Graduation(BUMS) for the amount of 400000 from SBI Bank.I have check and communicate bank so many times for subsidy and every time they answered me by the end of the month i will received it. But still i didn't received it.
kindly help how to i can get disburse my interest subsidy amount from bank. Bank claimed only for 2015-16 financial year... After that bank didnt claimed for subsidy. Kindly help me please
