Epass — epass

My application status is showing pending at district officer for sanction, hard copy not yet received, cet details not found or cet details not matched or fee not exempted student... What does it mean...
Will i get my scholarship confirmed, if it will when will i get my scholarship sanctioned... I really have to pay fees in college and it's already late...
