Estate Office Chandigarh — Tranfer of propery with registred will taking more than one year and 5 month

I have applied for transfer of property in chandigarh in may 2019 after death my mother with registered will with all the relevant documents and all relevant procedures like news papers publications and no objection from my sisters long time ago, still no action and no communication from estate office, someone just holding my file and not completing the transfer.
I been told by lots of people that they take money for completing the work.
and I don't know who these people are and how much.
