Ex-Servicemen Contributory Health Scheme [Echs] — refusal for the treatment by empanel hospital

Today evening at 1800 hrs i approached to mukat hospital chandigarh for treatment of my ward as he was suffering dengue fever and dehydration at that time my son was having high fever and he was in unconscious state, but the hospital adm refused for the treatment. My son is every thing for me i told them i will pay all dues plz start the treatment, then they have started the treatment and they have shifted my son to icu, means it was extreme emergency but they refused for admission through echs and told me as my son is 18 yrs and above they will not treat him.
