Expedia.co.in — Customer service - gurgaon branch cheated me

Hi I had booked ticket from Toronto to Saint John, New Brunswick Canada for jan 21st 2022.
before departing India on 19th jan I was covid positive and hence rescheduled my flight and it was done easily be international airlines.
similarly when I called Expedia to do the same I was told to contact Air Canada. Air Canada gave me approval to go ahead and change my dates for feb 15th 2022. I called Expedia again- Gurgaon they said ok and charged mr extra money of 9900 + 10500( old ticket fare) and booked my ticket for feb 2022 saying that I will get air ticket within 24hours. But never received my air ticket and you are cheating customers like me.
very disappointed and I will take this matter to civil aviation authority and PMO office including government of India. Your customer service is constantly lying to customers and you are not supposed work in India or do business. if I don't get my full refund within 48 hours I will take further serious action against tour company.
