Fabmart — rejects in showroom

I went to t. Nagar chennai shop of fabmart and selected a specific shirt (Color, design). As he was folding i found a button missing. The shopkeeper pulled another shirt but shockingly that had another bigger defect - it was a rejected piece with the sticker on it. I took it up with 'the boss's. On their assurance that they would replace if found with a problem i paid using my card. My account was debited but they didn't get the response. Advised then to call banker. Inefficient staff. Paid again and complained to my banker for settlement of only one payment. I am surprised that rejected pieces find their way to the store! For the price they charge they must improve on quality checks that they totally lack. My mail is not even acknowledged. Customer be aware that you must check for defects. 'caveat emptor' (Means - buyer beware).
Which govt department can we complain against them?
