Family Credit — NOC not received since 2013

I was took 2 wheeler vehicle loan at 2011 and repaid the entire payment at 2013 as per the schedule 24 months tenture without any default. But am not received the NOC till date, suddenly somebody calling and asking the additional payment to provide the NOC.
