Garbage Collection Person — extortion of money by garbage collection person

Dear sir
I am the residence of dilshad garden - c block (House no. C18/y3) is facing severe problem for not providing extra money & other items in addition to service charges to a private person who use to collect garbage door to door in our locality. To keep the the locality neat & clean & to promote "swachha bharat abhijan", we use to handover garbage to a person who generally collect from every houses in our area. But since we are unable to fulfill his unreasonable demand, he stopped collecting garbage from our house. As we husband & wife both are working so unable to attend mcd garbage collection vehicle.
But the problem is that authentication of the person who is collecting garbage is not known & hence there is a probability of security threats in the area. After all who has allowed this person (Or through whom this person was deputed) in the dda flats locality to collect garbage???
You are there fore requested to kindly look into the matter& review the authentication of the person who is doing extortion of money in the name of cleaning.
