GBTU — Not received my btech degree till date

Dear Sir, I passed out in 2010-11 from UPTU university. My roll no.[protected] Enrollment no.[protected] I have not received my B.tech (EC.) degree. I had contacted college (GLA Institute of Engineering & Technology, MATHURA)many times, however they replay that degree has not been received from University. I also contacted university VC and Additional Examination Controller, university asked to provide letter from college stating that the college has not received degree. I provided same to the university and duly signed by Vice chancellor. As per university i have to contact college to collect my degree. these all involved Time and money, University and college both are playing ping pong game and passed 4 and half years.
