Globsyn Business School — Not returning the advance deposited money.

Sir,
After receiving a number of phone calls from Mrs. Aankhi Chakravorty, admission co-ordinator of Globsyn Business School, Kolkata, I had deposited Rs. 40000/- in cash along with a post dated cheque amounting Rs 40, 000/- to book a seat for my daughter Anindita Paria, for the course PGDM on 10/02/2015 vide cash receipt no 506 of the institute. But being a Central Govt. Officer I had suddenly been transferred from my Kolkata office to New Delhi Office on public interest on 09/03/2015. So it was difficult for me to allow my daughter to get admission in Globsyn Business School, kolkata, . Accordingly I had informed the same to Mrs Aankhi Chakravorty about my situation and I requested her to not to produce the cheque for clearance as I was not interested to admit my daughter in Globsyn Business School, Kolkata. I also informed her about the non -availability of the sufficient fund in my account. But knowingly they had deposited my cheque for clearance and the cheque had bounced.
However, after contacting Mrs. Ankhi Chakravorty she assured me to refund me the balance of
Rs. 40000 after deducting a small amount as per the guidelines of the AICTE norms. But the next 6 months she neither had attended my calls nor gave any reply for the e-mails which I had sent her regarding the refund of Rs 40000. After making multiple approaches to the college authority personally, I received contact no. of Mr. Avijit Saha, Legal department of Globsyn Business School who agreed to refund an amount of Rs. 20000/- on compensation grounds by means of three installments of Rs. 5000, Rs. 5000 and Rs. 10000, in the period of three months.
But when I went through the AICTE guidelines, it came to my notice that I am entitled to get refund of Rs. 39000 from Globsyn Business School.
Now I want to state that after making multiple approaches to the management of the Globsyn business School, they provided a refund of only Rs. 20000, and they are not ready to pay the balance amount.
I made a last request on 25/11/16, to refund balance amount of 19000, after deducting an amount of Rs.1000 from remaining refundable amount of Rs. 20000 but they are not communicating with me in any positive reply.
Being a central Govt. Officer it will be very difficult for me to lose such a big amount for which my daughter did not avail any benefit from Globsyn Business School because of reason of my official transfer from my Kolkata office to my New Delhi office on public interest.
So kindly arrange me to get back the balance amount of Rs. 19000, from Globsyn Business School.
