Google India / Tez — money debit and not credited to recipient and no refund processed, no response form google pay on email

I have made transaction of rupees 750/- on 4th july 2020 with upi transaction id[protected] and google transaction id - cicagkdp89acew but amount got debited from my account and not received by recipient, also no refund is processed till date.

And receiver details as below,

Name - shrikant patil
Gpay - [protected]@okhdfcbank
Upi transaction i'd[protected]

I have sent several email to "[protected]@google.com" but no response received.
