Google India / Tez — refund not credited for the failed transaction on 29 dec 2018

My transaction has failed during irctc ticket booking on 29 dec 2018 and my amount was deducted from my account.in my goole pay acount the status was pending. But its shocking for me that the status has shown success on 2/1/2019 but i made this transaction on 29/12/2018. I called several time in google pay and irctc but i couldn't receive the amount yet. When i called on irctc they told me that we have not received any amount by your side.
So please refund my amount as soon as possible.
Google pay always ensured me that you will receive the the amount in 4 working days. But now two has paased but amount not received.

I have an Gmail account '[protected]@gmail.com' and I forgot its password now when I tried to recover it, it's asking for recovery email address, I know the recovery email but the account is deleted, so chance left for me to recover it, kindly help me as soon as possible.
