Gsatechworld — unfinished mobile app

I made payment to the gsa tech world company for them to develop an app for me, they took the money and ended up not completing the project and my money was not given back to me either.
They just left me hanging here and it is so frustrating.
It doesn't make any sense for people to treat others this way. I wish my money would be refunded back to me
