Gvk Emri — 108 ambulance refusing to go to private hospital where patient was being treated.

Please explain to me why the 108 ambulance driver refused to take a patient to a private hospital as requested as the patient was being treated at that particular hospital as explained to him. He said he would only go to the Government hospital. This occurred at 5:45 am and there were no doctors available at the govt hospital at that time...the location was Kotagiri, in the Nilgiris district of Tamilnadu. Incident occurred today, 5th of October 2016.
The patient was finally taken by a friends car as the ambulance driver refused to go to the private hospital which was as closer as the govt hospital.
