Haryana Urban Development Authority [HUDA] — EMD Not refunded despite multiple requests and calls

Dear Sir,

I had participated in E-Auction of SCO Property in Bahadurgarh (Auction ID 2724) conducted on website of Haryana Shahri Vikas Pradhikaran (hsvp.procure247.com)
To participate in the auction I had paid Earnest Money Demand (EMD) of Rs 3, 76, 900/- . The payment was made on 05 Sep 2021 and the auction date was set as 08 Sep 2021.
As per the policy published on the website, the EMD o[censored]nsuccessful bidders is supposed to refunded within three days of closing of the auction.
In my case, the auction was closed on 8 Sep 2021 and I was not successful in the auction. Accordingly, the EMD amount of Rs 3, 76, 900/- should have been refunded by HSVP to me by 11th Sep 2021.
However, despite numerous calls to their call centre and e-mails to their concerned E-mail ID there has been no response from HSVP and my EMD has not been refunded till date.
I need the money urgently for medical emergency. If I don't get the refund, it may lead to serious damage of health.
