Haryana Urban Development Authority [HUDA] — Regarding illegal water connection and illigal toilet connection

I live in house no 853, sec.9/11, hisar.there is a new construction of house no 855, my complaint is that they are doing unnecessary water wastage of about[protected] litre of water daily and they have done illegal water supply connection because of that we don't get water supply in our pipes and not only this they break the seal of gutter and make illegal toilet on that, please take the necessary actions against them
