Haryana Urban Development Authority [HUDA] — Request HSVP to return my money as their counter offer is not accepted

I have participated in E-auction of sector 13 Bahadurgarh on 30 Jan 2022.
I got H1 position at bid price[protected]
On 16 Feb 2022 i got counter offer of 15950300.

I didn't accept the offer and want my money to be refunded.

Amount paid till date
EMD - 662800
Amount after h1 position - 773640

I have mailed them multiple time but they are not responding to mails or even calls.

Please ask them to refund my money soon as its been already 6 months since i deposited amount.
