HDFC Bank Real Estate Destination — Denied to return Processing Fees once failed to disburse the home Loan Balance Transfer

I had applied for Home Loan balance transfer from LICHFL to HDFC LTD on the month of January'17.
HDFC representative came to my house and collected all the required documents.
Loan got approved as per the attachment on 3rd Feb'17.
But I could not avail the loan as my existing loan was in fixed term tenure and closing amount was too high.

Now once the fixed term tenure is over I contacted to HDFC to process the loan.
I visited to Brook House and completed the required documentation and it was stated that "Property Searching" is again required. Although I have LICHFL report but HDFC again want to search.
Fine I contacted to a advocate who is associated with HDFC LTD and paid for searching. All the documentation and searching are done and asked for disbursement on 7th Jun'17 as my closure
amount is valid till 15th Jun'17.

Now HDFC is asking for agreement document between builder and my owner which is not available to me.So they denied to mortgage the property and denied the disbursement.

When asked for the refund of Processing Fees that request also denied.

Please guide me how can I get back the Processing fees(Rs. 11, 673/-) on unsuccessful balance transfer of the home loan applied.
