Health Department Of Bihar — Regarding negligence of doctors and workers in emergency ward of PMCH

Dear Sir
I am writing this to inform you regarding the misleading behaviour of PMCH doctor and workers in the emergency ward. I am an educated common man (pursuing a doctorate in the engineering field). I met with a road accident on Saturday dated 23/07/2022 and went to PMCH emergency ward at around 3 pm in afternoon. My left hand fingers were severely injured and there was continuous bleeding from one of my finger (ring finger) since the nail was completely damaged. When I went to an emergency Orthopaedics Doctor (Dr. Rajeev Anand unit’s PG doctor wearing just a t-shirt and casual pant with slippers which was totally against professional ethics I guess), he asked me to wait for few minutes. It had taken him more than half an hour with an old patient came from other hospital (some trident hospital) to diagnose, then another old patient of PMCH was in queue he got some reports to check, I again asked him sir please look after me I am getting pain and bleeding is non stoppable it is fresh case, he told that I am busy with other persons whereas no one was there into his cabin they (PG doctors) were chit chatting themselves. Then it was said he went for a lunch, again after sometime when he arrived I went to his cabin and urged him to see me I am a fresh patient but he said still I am busy with the previous patient, then nearly after 2 hours, he talked to me and prescribed for the X ray for a fresh case.

There in X ray room, I was the second person in queue but suddenly 3 ladies with blue aprons came with 3 different old patients to get their x rays, The worker has given first preference to them and get done their works first whereas I was in the queue before them. Then it was told that they give preference to them those who give money which is a kind of “corruptive act”. I questioned to the worker that why are you doing like this, he rudely said me that we are like this only you can do whatever you want, then I said that I will complaint against you for this then he replied me in egoistic manner by saying you can complain anywhere you want nobody can do him anything (in hindi mera koi kuch bigaad nahi sakta aur ham chalte firte admi ka x-ray nahi lete hai jao tumko kya karna hai jao karlo). Thereafter I went to control room and complaint regarding him they took this issue as lightly ad just made phone call to take his x ray why you are not doing so like that.
Thereafter I have done the x ray and again went to meet doctor he prescribed some medicine and when I told the x ray issue they said that it is an admin problem they can’t anything with that. My question is who will question them to do this corruptive activity going on in so called PMCH emergency ward. There must be some authority who take care of this. It was all my observations made during my treatment and it took me nearly 4-5 hours for emergency case. I am just a common man with no political/influential support, is this the reason for which I have got suffered? Being an educated and responsible citizen I am raising this issue but what about the poor people who come from far distance with critical cases, if they behave in a similar way how can a life could be saved. Therefore I urge you to take care strict action against the culprits especially with x-ray room worker who thinks as if he is the topmost person of PMCH
I hope my words makes some sense and definitely it is a question to the reputation of the PMCH hospital and so called the term “Emergency ward” which took me 5 hours to get checked for a minor injury occurred. I guess this might be some reason due to which it is degrading the ranking of PMCH and reflecting the quality of treatment too.
