Updated by shahdigs007 When I raised ticket for "Refund Money" on their Ticket forum, they told me that as below:
"Dear client
This is to inform you that, a refund cannot be processed unless you face any issues from the server-side. you have to optimize your website to resolve the CPU usage, kindly optimize the site to resolve the issue.
Regards"
Then I reverted them back the problem was there in their Database Server then they aggreed that they were having downtime on their server, that means they can have downtime since when I complained them for new server's bug and they agreed on this on the ticket.
"We are really sorry for the unfortunate downtime happened from out data center due to some network issue, We will migrate your account to different server where you will not face any issues so please let us know the time to migrate your account to different server."
- That means they can have downtime for 3 to 4 days and it can be look after once you find problem on their server and inform them.
Note: If they were already aware they must have informed me but they didn't informed me. So it is clear that there was a problem in their server.
After prooving that the problem was their in their server then I asked them to give my money back because I am a developer and initially I have to pay on behalf of client and for this service client didn't accepted that I should pay and Client didn't even pay me money for this buggy server which can be off for 3 to 4 days.
After informing my story to Hosting Raja they replied me as below:
Dear client,
"sorry sir this is to inform you that, a refund cannot be processed unless you face any issues from the server-side and also fixed your database issue. We make sure that this issue will not happen again. as of now, your site is functioning perfectly. we request you to monitor your account for another 24 hours.if you face any issues related to the server within this time period, kindly confirm us we will migrate your account to a different server."
So I told them that I am concluding with the below message because I don't know whether we do have any other way to get money back from the Hosting Raja or not.
Message from me for all the people for the Fraud Hosting Raja,
"Let me update this conversation on consumer complain so other people can come to know about your brand new server which doesn't work after 2-3 days of purchasing it.
The buggy server didn't fulfill/satisfy the requirement of my client and now the client is not available for the payment even just because hosting raja's brand new server which given my client's entire 3 working days off, and due to that, I loose my money from my pocket.
Also I can't refer these hosting or other services from hosting raja to anybody in my circle because you are fraud company who are giving buggy server to their clients.
You fixed the issues after 3-4 working days but it is of no use now.
You guys are having Very Bad and Poor Technical Expertise where a developer has to inform you that the problem is there in your server. Actually these should be monitored on your end.
Concluding with the line that I lost my money and my client both due to your Buggy Server, Bad Services and Poor Technical Expertise."

Updated by shahdigs007 So all above experience says "Hosting Raja" is big FRAUD company.
Because in one comment they says,

And once we make them realize that the issue is there with evidence then they aggreed on it.
But after loosing your working Days, Clients and Money for few days after they says,
"Dear client,

But at the end after having all these problems wasting time after each problems you will be in loss.
Seriously, DON'T GO FOR "HOSTING RAJA". BIG FRAUD COMPANY.
