HTC India — Repairing Mobile, but not working and dead mobile

Dear Sir,
I am Sudhir Kumar, who was given mobile for repairing in HTC Service center, C-59, Sector-2, Noida, Uttar Pradesh but service center dead my mobile and demand extra money for repairing. It's not law, so I am complaing this to you. If mobile is running, then pay amount, but mobile dead, then why we pay money.
