Icfai Tripura University — delay in issuing certificate after completing program

Hi, my name is ismail (Enrollment no.[protected]. I have cleared my distance bba with icfai university, tripura in the month of july-18. Shocked to know that they will not issue any provisional certificate and i have to wait 8-10 weeks to get the actual certificate and marks transcript.
I am in urgent need of either the provisional or actual certificate and written to them repeatedly requesting/begging them to expedite dispatching the certificate. I keep on getting the same response asking me to wait till the end of 8-10 weeks. I have still not received the certificate and got response response today that i have to wait another two weeks. Not sure where go to this is resolved
