IDBI Bank — refund of failure transaction through debit card

I have been done transaction on 16th, march, 2020at 21.36hrs for feeling from fee payment rs1600/- of nielit /nic on www.nic.in, but the transaction has been failed and wave screen shows"exceeded time"and a message from idbi bank also came on my mobile that amount rs1600/- has been deducted from my sb account txn:rpay-pos/cali... On16th, march, 2020 at 21.36hrs. Due to failure of transaction my amount rs 1600/- should be refunded to my account but till date it is not refunded.
