Ignou — Appeal for evaluation of MS 100 Grant of Credit Transfers Declaration of result and Award of degree for MPB

I have to submit following few facts for your kind perusal and favourable consideration:

1) I took admission in MPB in 1999 when IGNOU commenced this programme vide enrolment No.[protected] and completed all the courses except MS 100, MS 95, MS 494, and MS 495.

2) In order to complete the above-mentioned left-over courses, I took fresh admission through form No. 3 on 26.12.2011 (as per stamped receipt dt. 26.12.2011 of RCC Panchkula) along with bank draft No. 859498 dated 26.12.2011 for Rs. 2000/- vide enrolment No.[protected]. Form No. 3 used for the purpose clearly indicates "For Seeking Fresh Admission to MBA (Banking & Finance) Programme in order to complete the left-over courses".

3) As per the prospectus provided to me and also as advised by the then dealing officials of RCC Panchkula on 26.12.2011 I was told that maximum duration to complete the left-over courses is 8 years i.e., upto Dec. 2019. In this connection, please refer to page 12 para "Maximum Duration" wherein it is clearly written that "maximum duration of the MBA(B&F) is eight years". Your online portal also confirms the same and even as on date shows validity of my admission up to "Dec-2019".

4) In view of the validity of my admission up to Dec-2019, you allowed me and accordingly I appeared in June 2019 for the three left over courses i.e. MS 95, MS 494, and MS 495 and qualified the same as per the result declared by you in Aug. 2019.

5) In view of the validity of my admission up to Dec-2019, I submitted my project proposal for MS 100 on 15.02.2019 which was approved by you on 15.03.2019 vide Project Proposal No. 111839.

6) As per page 15/16 of the prospectus supplied to me (and also advised by the dealing officials of RCC Panchkula) at the time of re-admission on 26.12.2011, I am eligible for internal credit transfer in respect of the courses qualified by me vide my earlier enrolment No.[protected] of 1999. Accordingly, on 31.10.2019, I sent in my Application for Credit Transfer in respect of 16 courses qualified by me vide my earlier enrolment No.[protected] to new enrolment No.[protected] along with the prescribed fee of Rs. 8, 000/- vide bank draft No. 138479 dated 30.10.2019.

7) The project work (MS 100) was submitted by me on 09.10.2019 which was accepted earlier by the SED but the same was returned to me under cover of letter No. IG/SED/Proj./MP/2021/8326 dated 01.07.2021, after retaining the same for a period of more than nine months, stating that my admission was valid upto Dec.2018.

8) I was shocked to learn that my admission, as per your above letter dated 01.07.2021 was valid upto Dec. 2018. The fact is that as per prospectus / oral advice of dealing officials and IGNOU's portal even today says that my admission is valid upto Dec. 2019. Even otherwise, the fact of your allowing me to appear for examination in June'19 for three courses, declaration of my result in August'19, approving my project proposal on 15.03.2019 and accepting my Project Report submitted on 09.10.2019 go to prove beyond any suspicion that my admission is valid upto Dec.2019 and I am eligible for credit transfers. What internal guidelines / rules the dealing officials are now basing your decision on, were never conveyed to me either by any email / letter / notice - either orally or in writing. Had I been informed by any of your communication – letter or email – or the portal shown my admission validity upto Dec. 2018, I could have completed the remaining courses a year earlier also as I had retired from my job in February 2016.

9) After submitting my project report and request for credit transfers, I have been following up with every department but I have not got any favourable response.

In the above circumstances, I am left with no alternative but to approach your goodself with a request to please direct IGNOU to get my Project Report (MS 100) evaluated (which was re-submitted by me under cover of my letter dated to the SED 03.08.2021), accept my request for internal credit transfers, declare my result for MS 100 and award me the final degree.
