IGNOU University — Re registration not submitted but cash is deducted account

(13/07/2022) I submitted payment 2 times(2975+2975)for the same application, but payment of programme fee has been not successfully, while in the payments not refund my account .
I have recieve mail for refund but not recieve my account .
Not submitted registration, in last date of today night(15/07/2022)
Not refund my cash¬ success my registration
Please my 2 problem solution to speed
