Immigration Overseas — Knowledge less immigration officers in chennai airport

A poor house-wife was planning travel to Bahrain today (21-Oct-2016 Gulf Air G69 4.10 am flight) with valid family visa (Valid Dependent Visa). She doesn't know any other language other than Tamil. But officers are talking English and Hindi.

Our great (highly Prof/everything known) Immigration officers are saying this is work visa. But the visa paper clearly saying FAMILY visa. Officers said that visa is invalid not able to travel. The lady was crying like anything then I (who travelling with the same flight) went there and asked what happening? She explained to me the issues.

Then I explained to those GREAT officers that “The visa is issued by Bahrain Gov. and visa tittle itself saying family visa then what is the problem” because I am been last 15 years in Bahrain. I know, how Bahrain visa will be. If you have any doubt please check in Bahrain Govt. web site (http://lmra.bh).”
But those great officers are not allow me to talk and also they were threaten to me that do not talk too much we will off-load you. By the time my departure time is near I left from there.

Finally the lady was off-load from flight by the GREAT (highly Prof/everything known) officers.

My questions are

1. Why the Great officers are not accepting valid family visa.
2. Why Indian Govt. is placed such bad attitude and illiterate officers.
3. Everyone knows in Tamil Nadu (South India), most of the people doesn’t know Hindi. Why not officers should be in Tamil or Knowledge of Tamil.
4. Why they are not ready to hearing to others or check relevant document in respective area or locations.
