Income Tax Department — aadhar linking to pan

I am deputed outside india since dec 2016, entire india was still coping with demonetization during that period.
Till then it was not mandated to have pan number linked to aadhaar card. Now i am trying to file my it return as a 'resident' since i stayed in country for more than 181 days in the financial year. However, with the recent changes - i cant file it.
- i never registered for aadhaar before, hence do not have an acknowledgement number.
- i am not india, hence cannot enroll for an aadhaar card
- i have always filed it return in timely fashion before, now i cant do this for this year due to these changes

Please advise on how to resolve this situation?
