Indian Air Force — Leave application (Abusive environment)

Sir my father is working as a non combatant member of the Indian Air force, who is also a diabetes patient, here in Air force station Maharajpura Gwalior.My mother is a chronic ITP patient and also suffering from cataract so for an urgent operation she has to visit RR hospital which is already delayed by 1 month due to my father's urgent duty in Nainital.
After done with TD(temporary duty) he is applying leaves for the operation but his adjutant (the current one) is still denying it and using abusive languages and playing the game of favoritism which made my father so tensed that he gets weak mentally.How one can go to the same place with same cruel man and work with him in those toxic conditions at the same time.He feels helpless and nowhere to go.He has been working for 24 years and serving Indian Air force at best of his spirits but never faced this sort of issue in any station.
Our studies are also affecting due to this as it's totally a bad environment that nobody wants to be in.Our family is extremely concerned about this as if one can't exercise his rights to get leave and work freely then there is no point of continuing that.I know one fish can contaminate the whole pond likewise my father's adjutant is doing right now.He behaves so rude that it doesn't look like he is a govt. servant but a king of the state.My mother need an urgent treatment and for that my father should get leaves.
Please see this matter as soon as possible and take action against him.
