Indian Air Force — overcharging of parcel

Sir i have booked my two wheeler, from gwl to, brc. Vehicle booking info recvd but vehicle received at brc not informed. After five days brc parcel office informed that veh to be collected as it is recvd five days back. I collected the veh by paying demarage for which i suffered huge loss. Due to not giving any info by parcel office brc. Please advice me in getting refund. Please reply me.
