Indian Army — fraud by the name of manjeet havaldaar

Yesterday i made a deal using olx to buy a scooty at rs. 20, 000. The person (Manjeet havaldaar) claimed to be from indian army and that he'll send it through army courier services. He asked me for an advance of 3150 which i made. Today was supposed to be the delivery, and then he (The deliver person) asked for 50% payment as their "army mail needed to be clear". Manjeet was like "sir i am taking guarantee, i wasn't aware of this courier policies, please pay 50%" he sounded so genuine, i proceeded and paid. Later on he asked me to pay 100% then only he will come. I understood there's something wrong. I denied and that person said "sir i am taking guarantee, you will get the scooty" they had a conference call with me, where they fought and made it seem like everything is so real. I did not pay him the left amount and that person stopped taking the calls.

My 10, 000 is at stake. I need my money back.

I want to file a complaint against a shameful act done by an army personnel posted near khardungla pass in ladakh. An incident happened with me and this forum doesnt let me explain the issue.please contact me or let me know the adequate forum where harassment case can be raised against that officer.
