Indian Overseas — debit card not in working show wrong password error.

My self pushkar rohilla my account no. Is [protected] in indian overseas bank my debit card show errror of wrong password. I want to change it as per the irda guideline there is no charge if we are change debit card atm pin but bank demand us rs 23.60 for updating password

My wife have also an account in iob bank same problem in their debit card.
My father have also an account in iob bank same problem in their debit card.

Kindly suggest should i do in this case. Because mostly i have using mobile banking but sometime atm card need at the time of purchasing product.

I am facing this problem from last card updated by bank from normal card to evm chip card
