Indira Gandhi National Open University — i am complaining regarding convocation certificate which i am not able to register, so no received till date

Respected sir/madam,
I smt. Nandini n. Had taken pgdhe certificate course from your esteemed university bearing register number[protected]. Received my marks card after completing my term end examination on december 2015. Also i have received my grade card. But till now i have not received my convocation certificate. Getting this convocation certificate is very much important for my profession. Please i would request your good self to let me know about the status of my convocation certificate which will be a great help from your side.
I am also trying everytime to register myself for getting my convocation certificate, but the response what i am getting is "not valid". What should i do? After a long wait now i am repenting for doing my admission in ignou. I am telling all my nearest and dearest friends not to do any type of courses from ignou because it is not less than any other fake university. Atleast fake universities will do their work promptly for collecting money but ignou is worst than those fake universities. I am really feeling sorry to be do harsh about ignou, but it's a fact. It'smore than 5 years for getting a convocation certificate.
Now i have decided to go for rti.
