Jaipur National University — paid fees but no exams conducting

Being as NRI, Submitted documents, paid fees and received academic books ( suppose to receive to resident country but sent to my address at india)but no exams. Everytime they call and ask to pay NRI exam fee. Once paid, no exam dates will be announce. Fed up and frustrated doing continous followups from 14 months. please advise how to proceed further. I lodge a complaint in jaipur consumer court and asked to refund my fee with interest and rs. 10 lac as compensation money as I lost my job due to delay in exams, Till date university is not responding about the refund. Friends all are requested put the whole matter in consumer court, there is no another way to get back your hard earned money.
