Jaipur Traffic Police — penalty charged on speed of 96 mph on nh 48

Hi,
I was coming from gurgaon to jaipur. On nh48 i had speed of 96kmph. Near daulatpura traffic police interceptor has stopped me and charged 400inr on overspeed limit. They shown me speed of 96kmph of my car which was overspeed.
As per new rule on nh speed limit increased to 100kmph.
How traffic police was not aware and no signboard has been changed. Need action and refund of my money.
