Jaycee Homes Savannah Kanjurmarg — not received refund

We had booked a flat in savannah kanjurmarg in 2015. We did not see any progress with the construction so we wanted to do the cancelleation and were asking for the refund. They said we would be doing the refund within a year. We have not received any payments so far. The problem is we cannot do follow up since we r out of the country since couple of years
