Jharkhand State Electricity Regulatory Commission [Jserc] — complain about high electricity bill without reading meter

My customer id is jsd12955. The total bill generated is rs 3708 including arrears. I would like to mention that the house for which this connection has been taken is locked for last 3 years. Therefore the bill has been generated without breading the meter. Hence i request you to please read the correct meter reading and revise the bill accordingly.
