Jodhpur Vidyut Vitran Nigam Limited [JDVVNL] — bill exceeds more than 11 per unit

I am residing in ganganagar and my bill is exceeding much more than the required rate per unit. Though my consumption is low and i am getting bill with 11.66 ₹ per unit. Other than that none of the houses in my area is getting this kind of bill. Also when i asked the aen for the same he said that it is fuel charge applicable for you. Why then it is only for me? Am i using more than my alloted kwh or am i bullied by the aen. Plz solve my problem as soon as possible.
