Kanpur Development Authority — Commercial plot allotted but not able to provide possession yet after 1 year of registry

Hi,
We have taken one commercial plot through kda in year2010 during auction but after doing registry last year kda is not able to give possession to us . and local few group has done unauthorized constructions and few officers are saying there is legal case on that . but kda is not updating us in writing and not helping us to give possession .
if not possible and there is legal case then kda has to refund our amount
