Kanpur Police — complaint regarding traffic management

On wednesday, way going from ghanta ghar to mall road in which ganesh mandir is located is the busiest road during evening hours due to the people visiting to the temple as well as heavy vehicle being loading and parked nearby during the same hours.
Today it took 30 mins for me to come from ghanta ghar to mall road. Police' bike having no.- up78bg0949 was standing in the first intersection while coming from ghanta ghar but i didn't found the police anywhere nearby that area.
Heavy vehicle where standing at both the sides of the road for either loading or for unloading which has decreased the size of road for the passengers to pass and it that small area because it has a both way traffic so there was a traffic jam all over that road and i don't know why police was sent on duty there when they don't have to look after and the people over there have to struggle themselves to find there way out.
We see the cranes pulling the e-rickshaws and auto near mall road and bada chauraha but why they don't pull such vehicles which are responsible for this jam
Every wednesday, only because the owners of the shops over there pay money to the police on duty there so that they can capture the space nearby for their vehicle to be loaded and unloaded?
I would request the respective authority to please look into it as soon as possible because this was not the condition for a day. It happens there every wednesday of the week.
