Kerala Water Authority — i am unable to login to the portal, https://epay.kwa.kerala.gov.in/index.php

While trying to make bill payment, i entered the credentials and tried to login to my account. Everytime i try to login, i get an error message, http error: couldn't open socket connection to server http://10.1.33.1:8080/onlinepaymentservice/services/billdeskservice, error (111): connection refused

Please provide me a solution so that i can make the bill payment online.
