Kerala Water Authority — non domestic water connection

As the water supply of our domestic connection was not sufficient to meet our requirement of 66 apartments, we took a non domestic connection on 02/08/2007 as per consumer number quoted above. Since then the supply was smooth and we were paying the dues on time.

Then we received a notice number 12792 dated 14/12/2017 demanding a huge amount of rs.2, 07, 542/-. We submitted the following representation to the executive engineer, ernakulam on 16/01/2018 through registered post with ad and a copy directly to the office.

1. Our faulty meter was replaced on 21/05/2014
2. The replaced new meter showed correct reading until 22/06/2015, total 1450 units, an average of 242 units per billing cycle and we have paid our dues. Our usage over and above the domestic connection was very limited as most of the apartments were vacant and even now very few people live here as for most of the owners this is a second home.
3. Admittedly in your computer generated statement, on 20/8/2015, the status of the meter is shown as ‘ faulty’ which we were not aware until lately when we noticed the status in the bill as ‘not working’.
4. On 13/10/2017, to our great shock, we received a bill showing an additional amount of rs.1, 08, 296/-. Then, we approached your good office for obtaining a detailed statement and thankfully we received your computer statement, a copy of which is attached herewith for your ready reference.
5. In the statement, please note that on 12/04/2017, the status is shown as ‘faulty’, but on 13/4/2017 there emerged an alarming reading of 7883. This, as is evident, is a grave mistake. We understand that we have been imposed this huge amount based on the above reading from a ‘faulty’ meter. Clearly, this can’t be justified as under:

(1) a meter which has been certified as ‘faulty’ by kwa officials since 20/8/2015 until 12/4/2017, after a period of 20 months, suddenly shows a reading of 7883, and the same kwa issues us a bill for this huge reading.

(2) the same kwa had been imposing us surcharge for non replacement of faulty meter since 10/12/2015 which amounted even 100% of our bimonthly water usage fees.

In the light of the above, we request your good office to kindly correct this grave mistake in the accounts and issue us your statement so that we could remit the dues, if any.

We also request your good office to allow us to replace the faulty meter with immediate effect.

We have not received any reply for our above reply from the respected executive engineer, instead the authority disconnected the supply and imposed another demand of rs.2, 56, 301/- on us. This is not justifiable.

Now, we pray to the authorities to kindly set aside this incorrect and unjustifiable amount imposed on us, allow us to replace the faulty meter and then reconnect the supply at the very earliest.
