Kurukshetra University — degree not issued and it's been a year around after I got my combined dmc for mba.

I did not get my mba degree till now and i got combined dmc in sep 2017 and they haven given been time period for 6 months but its been year around and all the time they have different excuses when i have to go their personally after travelling 100 kms one side.Is this how kuk works?I am filing rti even and fir against kuk univeristy if i dont get it in coming one month because clerk think themselves as a owner o[censored]niversity.They are so rude to people many times why dont anyone take any action against them.
